The city of Colorado Springs and the Village Seven neighborhood can’t agree who is legally liable for a tunnel under West Carefree Circle. It is one of eight tunnels built along the perimeter of the neighborhood during its development 35 years ago. Five were designed to protect pedestrians from having to cross busy arterial streets and they are lighted. Three carry drainage water.
