HOAs Under Scrutiny in the Legislature

The Colorado General Assembly is taking up homeowners associations in a bill that would require arbitration before an HOA board could fine a homeowner for violating covenants or put a lien on a home.

Already, the House has passed House Bill 1135, introduced by Rep. Morgan Carroll, D-Aurora, by a 61-1 vote and sent it to the Senate for consideration.
